Sorry for the late reply Bill, I missed your question!
If the lubricant didn't work, there is probably corrosion on the shaft of the control, or a permanent salt build-up (salt doesn't always dissolve once it has dried for more than few days).
I would definately remove the shaft and polish it clean. Then re-lubricate and re-install, along with a new 'O' Ring/s. If you aren't confident doing this, then have it removed by a service technician.
